There are no set rules for this! It is largely left up to the DM to interpret the Pitcher's meaning.
If the affliction for 'Gets Afflicted By' is a person/object, then it is usually interpreted as falling in love/obsession for it.
'Will at some point'/'Is going to' usually uses the timing component for when.
Cooldown is when the pitcher can next be drank from. 0 means the next free turn.
